Import Ip2location Database To Mssql

I purchased the ip2location database IP-COUNTRY.BIN file, and have downloaded country.csv files.

Now i need to import these files in MSSQL database as described here:

http://www.ip2location.com/tutorials/display-visitors-country-currency-using-asp-and-mssql-database

But i dont know how to use DTS, nor i can import csv files.

So i want an SQL dump file which i can easily run and add data to my ms-sql database.
